KAMPALA, UGANDA - In a major step forward for the country’s education sector, the National Information Technology Authority, Uganda (NITA-U), in partnership with the Ministry of ICT and National Guidance and the Ministry of Education and Sports, has officially launched the upgraded Ulearn platform.

The launch, which took place on August 12, 2026, represents a foundational milestone under the Uganda Digital Acceleration Program (UDAP-GovNet). The initiative aims to bridge the digital divide by equipping teachers across the country with essential technology skills.

Driving Digital Transformation in Classrooms

The primary objective of the Ulearn platform is to institutionalize digital learning among educators. By training the trainers, the government aims to ensure that future generations of Ugandan students are prepared for an increasingly digital world.

To ensure maximum accessibility, the platform is tailored to the unique infrastructure challenges of the region:

  • Self-Paced Training: Educators can access specialized courses in digital literacy, modern pedagogy, and financial literacy at their own convenience.
  • Offline Access capability: To support upcountry and remote areas with limited internet infrastructure, the platform features offline access functionalities via its mobile application.
  • Verified Certification: Upon successful completion of a module, learners receive downloadable, verified digital certificates to enhance their professional profiles.

Rapid Adoption and Early Success

The platform has already demonstrated significant momentum during its initial rollouts:

  • 6,600+ Teachers Enrolled: Over 6,600 instructors from 26 Teacher Training Institutions (TTIs) across Uganda are actively using the platform.
  • 380+ Graduates: More than 380 educators have already completed their courses and earned their digital certifications.

A Broader Digital Agenda

The Ulearn rollout was part of a dual-service launch by NITA-U aimed at improving public service delivery through technology. Alongside the e-learning portal, the government also unveiled the Uganda Human Rights Commission (UHRC) Case Management System, showcasing a comprehensive, multi-sector approach to national digitization.

With the Ulearn platform now fully operational, Uganda’s education ecosystem takes a crucial step toward building a highly skilled, tech-savvy workforce starting from the classroom.
